There were no apologies for absence received from Members of the Board.

LICENSING ACT 2003
The Old Bowling Green, Upwell Lane, Grimesthorpe Sheffield S4 8EY
The Assistant Chief Executive, Legal and Governance, submitted a report on an application made under the provisions of Section 17 of the Licensing Act 2003 for a premises licence in respect of the Old Bowling Green, Upwell Lane, Grimesthorpe, Sheffield S4 8EY.
The Licensing Solicitor reported that all the outstanding issues in relation to the application had been satisfactorily resolved prior to the meeting.
RESOLVED: That the information now reported, that all the outstanding issues in relation to the application for a premises licence in respect of the Old Bowling Green, Upwell Lane, Grimesthorpe, Sheffield S4 8EY, have been satisfactorily resolved in accordance with the provisions of the Licensing Act 2003 prior to this hearing, be noted.
Deepcar Service Station, Manchester Road, Deepcar, Sheffield S36 2RE
The Assistant Chief Executive, Legal and Governance, submitted a report on an application made under the provisions of Section 17 of the Licensing Act 2003 for a premises licence in respect of Deepcar Service Station, Manchester Road, Deepcar, Sheffield S36 2RE.
The Licensing Solicitor reported that all the outstanding issues in relation to the application had been satisfactorily resolved prior to the meeting.
RESOLVED: That the information now reported, that all the outstanding issues in relation to the application for a premises licence in respect of Deepcar Service Station, Manchester Road, Deepcar, Sheffield S36 2RE, have been satisfactorily resolved in accordance with the provisions of the Licensing Act 2003 prior to this hearing, be noted.
Costco, Unit 8, Parkway Drive, Sheffield S9 4WU
The Assistant Chief Executive, Legal and Governance, submitted a report on an application made under the provisions of Section 17 of the Licensing Act 2003 for a premises licence in respect of Costco, Unit 8, Parkway Drive, Sheffield S9 4WU.
The Licensing Solicitor reported that all the outstanding issues in relation to the application had been satisfactorily resolved prior to the meeting.
RESOLVED: That the information now reported, that all the outstanding issues in relation to the application for a premises licence in respect of Costco, Unit 8, Parkway Drive, Sheffield S9 4WU, have been satisfactorily resolved in accordance with the provisions of the Licensing Act 2003 prior to this hearing, be noted.
The New San Lorenzo, 344 Sharrow Vale Road, Sheffield S11 8ZP
The Assistant Chief Executive, Legal and Governance, submitted a report on an application made under the provisions of Section 17 of the Licensing Act 2003 for a premises licence in respect of the New San Lorenzo, 344 Sharrow Vale Road, Sheffield S11 8ZP. The applicant was Ms Shaheen Deen and details of the application were attached to the report. Representations concerning the application had been received from Development Services and details were appended to the report.
Present at the meeting were the applicant, Ms Shaheen Deen, Stewart Greenslade, Development Services, John Derricott, Licensing Solicitor and Kathy Maude, Licensing Officer.
Stewart Greenslade explained that the planning consent for the premises had restricted the hours of use to between 9.00 a.m. and 11.30 p.m. on Monday to Saturday and between 9.00 a.m. and 11.00 p.m. on Sundays and Bank Holidays. In addition, the planning consent stipulated that the seating capacity of the restaurant should be restricted to 50 persons. He added that to open the premises beyond these permitted hours, or to exceed the stated seating capacity would be in breach of the planning consent and had the potential to generate public nuisance due to the proximity of residential property. Stewart Greenslade informed the Board that the application complied with the time restrictions except for the section relating to the supply of alcohol which indicated that alcohol would be supplied until 11.30 p.m. on Sunday. He added that there were also references in the application to the premises having a seating capacity of 80.
In response to questions from the Licensing Solicitor, the applicant stated that she would agree to supply alcohol only until 11.00 p.m. on Sundays and Bank Holidays and would operate the restaurant with a seating capacity of 50.
RESOLVED: That the applicant, officers from Development Services and officers of the City Council involved in the hearing, be excluded from the meeting before further discussion takes place on the grounds that, in view of the nature of the business to be transacted, if those persons were present there would be a disclosure to them of exempt information as described in paragraph 5 of the Local Government Act 1972, as amended.
The Licensing Solicitor reported orally, giving legal advice on various aspects of the application.
At this point in the proceedings, the meeting was re-opened to the public and press.
RESOLVED: That, taking into consideration the representations now submitted, authority be given to the Assistant Chief Executive, Legal and Governance, to issue a premises licence in respect of the New San Lorenzo, 344 Sharrow Vale Road, Sheffield S11 8ZP, subject to:-
(a) all licensable activities taking place between 6.00 p.m. and 11.30 p.m. on Monday to Saturday and between 6.00 p.m. and 11.00 p.m. on Sunday and Bank Holidays;
(b) the seating capacity of the restaurant being restricted to accommodate 50 persons; and
(c) any other conditions that have been agreed prior to the hearing of the Licensing Board and based on the operating schedule supplied.
