Purpose:

To clarify the reasons for Sheffield City Council purchasing zero-rated travel passes from South Yorkshire Passenger Transport Executive (SYPTE) on an annual basis, and to request approval of this expenditure for the academic year 2018-19.

Decision:

That (a) this expenditure is approved as a matter of urgency and (b) further work be carried out by Business Strategy (People Services) and Finance and Commercial Services to obtain a retrospective waiver for compliance with standing orders and to secure a compliant route for future procurement of these bus passes.

Reasons for the decision:

The zero-rated passes help the Council to meet its statutory duties around home to school travel and transport, and there is no alternative available. Given the absence of a waiver, approval is required for this level of expenditure, which will allow payment to SYPTE for passes in the academic year 2018-19.
