Delivery of Sports Hall Provision for the Oasis Academy

Purpose:

Alternative proposal to the extension of English Institute of Sport Sheffield in order to provide indoor sports provision for the Oasis Academy.

 

Decision:

That the Leader of the Council:-

 

(i) approves the revised proposal of an integrated indoor sports provision within the current EISS building for the Oasis Academy;

 

(ii) approves the principle of providing grant funding to the Sheffield City Trust up to the amount of £1.5 million, to facilitate the indoor sports provision for the Oasis Academy, to be allocated from Schools Capital budget;

 

(iii) approves the variation to the Capital Programme; and

 

(iv) delegates authority to the Executive Director, People Services in consultation with the Interim Director of Finance and Commercial Services and the Director of Legal and Governance to take any other steps necessary to implement the decision to the extent not already delegated.

 

Reasons for the decision:

The SCT have now presented the Council with a revised and improved proposal that provides a more cost effective way of delivering indoor sports provision for the Oasis Academy.  An appraisal of operational programming by SCT within EISS has enabled them to provide a dedicated space within the main EISS building for school use from September 2019 through re-programming current activities within the centre.

 

The revised proposal will mean that the Academy students are located within the heart of the existing EISS building and will not require the need for an extension.  As well as financial benefits, the main benefits to the alternative proposal are as follows:

 

 

1.         It is the Academy’s preferred option as it puts students at the heart of a world class facility mixing with elite athletes.

2.         Provides more certainty in terms of timescales for delivery and cost.

3.         Potential improvements to Ponds Forge will provide a new permanent home base for the Sheffield Sharks.

4.         Allows the Sharks to continue playing at EISS until at least 2021 (if required) plus the option of Ponds Forge

 

Alternative options considered:

The original approval was given to provide an extension to EISS for the school.

 

The SCT have now presented the Council with an alternative proposal that provides a more attractive option for an integrated school provision and a more cost effective way of delivering indoor sports provision for the Oasis Academy
