Purpose:

The Sheffield’s Working Employment Programmes (2018-19) (“The Programme”) was approved by the Cabinet Member on 24 July 2018. In order to effectively deliver the Programme and improve the relevant outcomes, a number of changes has been proposed to the projects under the Programme.

That:-

(a)       the Cabinet Member approves the proposed changes to the Sheffield’s Working Employment Programme, as outlined in the report, including:-

(i)      removal of certain proposed projects previously agreed in the July Decision Report;

(ii)     addition of a number of new projects to the Programme; and

(iii)    amendment to the Programme budget;

(b)       the Cabinet Member delegates authority to the Executive Director, People Services (or nominated officer), in consultation with the Director of Finance and Commercial Services, and also the Director of Legal and Governance (where appropriate):-

(A) decisions not to run a particular part of the Programme; and/or

(B) to add extra activities / projects into the Programme; and

(c)       for the avoidance of doubt, the Programme as approved in the July Decision Report shall remain unchanged subject to the proposed changes approved in this report; with the unchanged activities including:-

(i)        the award of a grant to a third sector organisation in the Autism Centre for Supported Employment project; and

(ii)       delegation of authority to approve the awards.

Reasons for the decision:

The Sheffield’s Working Programme will directly support vulnerable residentsto find and sustain employment.

The activities and outcomes of the Programme will directly contribute to the delivery of the Corporate Plan:

           A Strong and Competitive Economy

           Tackling Poverty and Increasing Social Justice

After reviewing and assessing the Programme further, it is considered that the Programme will be delivered more effectively and a further 200 Sheffield residents will be supported by putting a few changes in place as detailed in the report.

Alternative options considered:

Alternative option 1 – Not to change the Programme

The changes to the Programme enable a further 200 Sheffield residents with barriers to employment to be supported.  Not to change the Programme will mean that fewer residents in areas of high need, including the Central, Burngreave and Darnall areas and the North and North East of Sheffield, will be supported and fewer Sheffield  residents with mental health issues will be helped.

Alternative option 2 - In house Council delivery

This option is not recommended as the Council is not in the position to deliver the wide range of outcomes as described in the report.

Alternative option 3 - Not to fund the Programme

This option is not recommended because if the Council did not fund this Programme, activity would not be delivered and outcomes for vulnerable people would not be achieved.
