Consultation Responses to the Proposed 20mph Speed Limits in the Wincobank and Hurlfield Areas

Decision status: Recommendations Approved

Purpose:

Report details the consultation response to the proposed 20mph speed limit in the Wincobank area, part time advisory 20mph speed limit outside Wincobank Nursery Infant school and proposed 20mph speed limit in the Hurlfield area, reports the receipt of objections and sets out the Council’s response.

Decision:

1.    Remove Gleadless Common, B6063 Gleadless Bank/Hollinsend Road from the proposed Hurlfield 20mph speed limit.

2.    Make the Wincobank 20 mph Speed Limit Order as advertised and amended Hurlfield 20 mph Speed Limit Order in accordance with the Road Traffic Regulation Act 1984.

3.    Submit a proposal to affect the necessary works to introduce the proposed 20mph speed limit in accordance with the Capital Gateway Process.

4.    Inform objectors accordingly.

5.    Introduce the proposed 20mph speed limits.

6.    Introduce a part time, advisory, 20mph speed limit outside Wincobank Nursey Infants School.

Reasons for the decision:

1.    Reducing the speed of traffic in residential areas should, in the long term, reduce the number and severity of collisions, reduce the fear of accidents, encourage sustainable modes of travel and contribute towards the creation of a more pleasant, cohesive environment.

2.    The introduction of a 20mph speed limit in these areas would be in-keeping with the City’s approved 20mph Speed Limit Strategy.

Alternative options considered:

The principle of sign-only 20mph speed limits has been established in the approved Sheffield 20mph Speed Limit Strategy and, as such, no alternative options have been considered.
