Decision details

Acquisition of Property for Care Leavers Accommodation

Decision status: Recommendations Approved

Purpose:

The report seeks authority to acquire the freehold interest of a property (identified in the body of the report) for the accommodation of Children Leaving Care.

This acquisition is the result of a strategic review by the Children and Families Service into the Council’s Corporate Parenting responsibilities in providing sufficient accommodation for looked after children and care leavers.

Decision:

That:-

a)         the Chief Property Officer be authorised to negotiate the terms to acquire the property identified in the report; and

b)         the Director of Legal & Governance be authorised to enter into all appropriate legal documentation required in order to complete the acquisition.

Reasons for the decision:

The acquisition of the property for use by the Children and Families Service will ensure the Council’s Corporate Parenting Responsibilities continue to be met.

The acquisition will contribute towards overall housing and economic growth in the city, whilst reducing Children and Families Service’s impact on the Council’s existing housing stock.

The acquisition of the property willallow other unsuitable properties held by the Council to be declared surplus and the sale proceeds reinvested in the Housing Revenue Account to deliver more suitable housing. This will help maintain the Authority’s housing stock at a sustainable level in the light of continuing loss through Right to Buy.

Alternative options considered:

The alternative options which were considered are detailed in section 5 of the report.
