No apologies for absence were received.

Councillor Douglas Johnson, who was attending as a reserve Member, stated that he did not wish to take part in the hearing as the three cases involved drivers who lived near him, and he wished to avoid any possible conflict of interest.

RESOLVED: That the public and press be excluded from the meeting before discussion takes place on item 4 on the grounds that, if the public and press were present during the transaction of such business, there would be a disclosure to them of exempt information as described in paragraphs 1 and 2 of Schedule 12A to the Local Government Act 1972, as amended.

Minutes:

4.1

The Chief Licensing Officer submitted details in respect of three cases relating to hackney carriage and private hire licensing.

 

 

4.2

The applicant in Case No. 71/19 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

 

4.3

The licence holder in Case No. 120/19 attended the hearing and addressed the Sub-Committee.

 

 

4.4

The licence holder in Case No. 121/19 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

 

4.5

RESOLVED: That, after consideration of the information contained in the case papers, and the information now reported, and where relevant, circulated at the meeting, the cases now submitted be determined as follows:-

Grant a licence for a period of one year, as requested, on the basis that the Sub-Committee considers the applicant to be a fit and proper person, subject to the him (a) passing any tests required of a new driver and (b) being referred for a random drug test within the period of one year.
