Resolved: That Councillor Josie Paszek be appointed Chair of this meeting of the Sub-Committee.

3.1

Resolved: That the public and press be excluded from the meeting before discussion takes place on items 5 and 6 on the grounds that, if the public and press were present during the transaction of such business, there would be a disclosure to them of exempt information described in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972, as amended, regarding information relating to an individual/information which is likely to reveal the identity of an individual.

5.

Consideration of Standards Complaint (Reference SC.2016.17)

Report of the Monitoring Officer.

Minutes:

5.1

The Monitoring Officer submitted a report on the findings from an investigation into a complaint alleging that an elected Member had failed to comply with the Members’ Code of Conduct. The Member and complainant were not required to attend the meeting.

 

 

5.2

Resolved: That, after consideration of the report on complaint reference SC.2016.17 and taking into account the views of the Independent Person, the Sub-Committee agreed to take no action as there was insufficient evidence to indicate a potential breach of the Members’ Code of Conduct.

 

 

 

6.

Consideration of Standards Complaint (Reference SC.2016.14)

Report of the Monitoring Officer.

 

(Note: The reports at items 5 and 6 are not available to the public and press because they contain exempt information described in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972, as amended, regarding information relating to an individual/information which is likely to reveal the identity of an individual)

Minutes:

6.1

The Monitoring Officer submitted a report regarding a complaint alleging that an Elected Member had failed to comply with the Members’ Code of Conduct. The Member and complainant were not required to attend the meeting.

 

 

6.2

Resolved: That, after consideration of the report on complaint reference SC.2016.17 and taking into account the views of the Independent Person, the Sub-Committee agreed that (a) the Elected Member’s conduct may constitute a potential breach of the Members’ Code of Conduct and (b) this can be best resolved through a local resolution of the Member receiving guidance on how to communicate effectively in such situations and treat others with respect, particularly where there is a difference of opinion.
