Arrangements For Council Meetings In The Municipal Year 2018-19

To (a) consider a recommendation to be made by the Cabinet, at its meeting to be held on 16th May 2018, on proposed changes to the operation of meetings of full Council and (b) agree a programme of meetings of the Council in the Municipal Year 2018-19 and the formula for the order in which Notices of Motion will be listed on the Council Summons.

 

The report of the Executive Director, Resources, which is to be considered by the Cabinet, is included with this Council Summons.

 

Minutes:

9.1

It was formally moved by Councillor Olivia Blake, and formally seconded by Councillor Julie Dore, that:-

 

 

 

(a)       (i) this Council adopts the changes to the Council Procedure Rules in Part 4 of the Constitution, as set out in the report and appendix circulated with the agenda for this meeting, and as recommended by the Cabinet at its meeting held on 16th May, 2018 and (ii) the Member working group continues to develop proposals during 2018/19 in accordance with its terms of reference;

 

 

 

(b)       (i) ordinary meetings of Full Council in the Municipal Year 2018/19 be held in the Town Hall at 2.00 p.m. on the first Wednesday in every month except March, May and August (when no ordinary meeting will be held), and in January 2019 (when the meeting will be held on Wednesday 9th January 2019 instead of on Wednesday 2nd January), and in June 2019 (when the meeting will be held on Wednesday 12th June 2019 instead of on Wednesday 5th June to avoid clashing with Eid al-Fitr), and, accordingly, the meetings be held on the following dates:-

 

 

 

            6th June 2018; 4th July 2018; 5th September 2018; 3rd October 2018; 7th November 2018; 5th December 2018; 9th January 2019; 6th February 2019; and 3rd April 2019; plus the provisional dates of 12th June 2019 and 3rd July 2019 in the Municipal Year 2019/20;

 

 

 

            (ii) the special meeting of the Council for the purposes of approving a Revenue Budget and Capital Programme and setting the Council Tax for the Financial Year 2019/20 be held on Wednesday, 6th March 2019 at 2.00 p.m. in the Town Hall; and

 

 

 

            (iii) the annual meeting of the Council in 2019 be held on Wednesday, 15th May 2019 at 11.30 a.m. in the Town Hall; and

 

 

 

(c)        further to Council Procedure Rule 10.2 (as now amended at this meeting), the formula for the order in which Notices of Motion shall be listed on the Council Summons in the Municipal Year 2018/19 shall be as follows:-

9.2

Whereupon it was moved by Councillor Shaffaq Mohammed, and seconded by Councillor Penny Baker, as an amendment, that the Motion be amended by the addition of the following words at the end of paragraph (a)(i) – “with the exception of the proposed change to the time limit for petitions requiring a Council debate, which is to remain at 40 minutes”.

It was then moved by Councillor Douglas Johnson, and seconded by Councillor Alison Teal, as an amendment, that the Motion be amended by:-

 

 

 

1.        the addition of the following words at the end of paragraph (a)(i) – “with the exception of the proposed introduction of a limit on the number of Notices of Motion which may be submitted to each ordinary meeting of the Council.”; and

 

 

 

2.        the addition of the following words at the end of paragraph (a)(ii) – “and (iii) requests the Member Working Group to consider and report back on a proposal to restore the Committee system.”

 

 

9.5

On being put to the vote, the amendment was negatived.
