Subject to the applicant committing no offences up to 14th September 2019, being the date on which he will have held a full driving licence for two years, delegated authority be given for the Chief Licensing Officer to grant a licence for three years, as requested, from that date, on the grounds that the Sub-Committee considers the applicant to be a fit and proper person to hold a licence. |
