Sheffield's Working Employment Programme 2018-2019 (Updated)

That:-

 

(a)       the Cabinet Member approves the proposed changes to the Sheffield’s Working Employment Programme, as outlined in the report, including:-

(i)      removal of certain proposed projects previously agreed in the July Decision Report;

(ii)     addition of a number of new projects to the Programme; and

(iii)    amendment to the Programme budget;

 

(b)       the Cabinet Member delegates authority to the Executive Director, People Services (or nominated officer), in consultation with the Director of Finance and Commercial Services, and also the Director of Legal and Governance (where appropriate):-

(i)        to design, implement and administer all proposed changes to the Programme as per the recommendations in the report;

(ii)       to decide the procurement strategy and procure services to deliver the activities/projects as outlined in the report;

(iii)      to negotiate contractual terms and approve entry into all contracts for services in respect of the activities/projects in line with the report, together with any other associated agreements or agreements that she considers appropriate;

(iv)      where the Executive Director considers necessary and appropriate, to make further amendments to the proposed projects in order to improve the delivery and also achieve more outcomes of the Programme, provided that implementation of such amendments shall be for the purpose of the Programme and the total amount of the Programme budget shall not go over the amount as set out in paragraph 1.2 of the report; and for the avoidance of doubt, amendments referred to in this paragraph (iv) shall include:-

(A) decisions not to run a particular part of the Programme; and/or

(B) to add extra activities / projects into the Programme; and

 

(c)       for the avoidance of doubt, the Programme as approved in the July Decision Report shall remain unchanged subject to the proposed changes approved in this report; with the unchanged activities including:-

(i)        the award of a grant to a third sector organisation in the Autism Centre for Supported Employment project; and

(ii)       delegation of authority to approve the awards.
