This report provides details of the additions and variations to the Capital Programme for approval by Cabinet.

Decision:

That the Deputy Leader, acting in the absence of the Leader of the Council:-

 

(a)  approves the proposed additions and variations to the Capital Programme listed in Appendix 1 of the report, including the procurement strategies, and delegates authority to the Director of Finance and Commercial Services or nominated Officer, as appropriate, to award the necessary contract; and

 

(b)  approves the making of grants to 3rd Parties, as detailed at Appendix 2 of the report.

13/08/2019 - Variation to the Housing Independence Service's Rough Sleeper Service Contract ref: 2362    Recommendations Approved

Last year, the Council was successful in a bid to the Ministry of Housing, Communities and Local Government’s (MHCLG) Rough Sleepers Initiative Grant for funding for 2018/19; £25,000 of this was to increase the commissioned Rough Sleepers Outreach Service to fund additional outreach work in 2018/19.

 

This year, the Council has again been successful in obtaining a Rough Sleepers Initiative Grant from MHCLG.

 

On 12th July 2019, the Director of Housing and Neighbourhoods approved the acceptance of this grant from the MHCLG for 2019/20, including the approval to make a further £25,000 available to the Housing Independence Service to pay to the outreach service provider, Framework Housing Association, to continue to provide an additional, temporary outreach worker.

 

This report seeks approval to vary the current contract for the Rough Sleepers Outreach Service to enable the £25,000 funding from this grant to be passed onto Framework Housing Association.

12/08/2019 - Approval of Acceptance of 2nd Grant from Government's Controlling Migration Fund for Work by Private Housing Standards Team ref: 2360    Recommendations Approved

This Report seeks approval to accept a grant of £385,120 from the Ministry of Housing, Communities & Local Government (MHCLG). This funding has been granted by MCHLG to fund additional staff recruitment to the Private Housing Standards (PHS) team, primarily to focus on intelligence-led work in the East of the city where poor housing conditions are believed to be linked to recent migration in to the area.

 

This is the second such grant from MHCLG, with £192,560 having been accepted previously in a decision taken on 11th March 2019.

That the Council accepts £385,120 grant funding from the Ministry of Housing Communities & Local Government’s Controlling Migration Fund to be utilised in line with the report.

12/08/2019 - Young People's Services Review - Extension of Current Contracts ref: 2359    Recommendations Approved

The report will recommend an extension to the current contract for young people’s services to allow time for the review of young people services to be completed and any subsequent new services to be established.
