07/12/2018 - Construction Skills Fund ref: 2187    Recommendations Approved

This report informs members of a successful bid to the Construction Skills Fund (CSF) operated by the Construction Industry Training Board.  The bid was submitted on behalf of a consortium that includes Sheffield City Council, The Sheffield Housing Company, Keepmoat and Engie.

 

This report seeks approval, for Sheffield City Council to act as the accountable body and to work in partnership with consortium members to deliver the required training and on site work experience.

Decision:

The Cabinet Member for Education and Skills:-

 

(i) approves Sheffield City Council acting as the accountable body for the Construction Skills Fund programme on behalf of The Sheffield Housing Company, Engie, and Keepmoat and thereby accepting the Construction Industry Training Board grant offer of £715,914, subject to the final terms and conditions being the same as those summarised in the Report;

 

(ii) approves agreements being entered into with The Sheffield Housing Company, Engie, and Keepmoat, as appropriate, and payments of grant being made thereunder; and

 

(iii) grants delegated authority to the Executive Director, People Services, in consultation with the Cabinet Member for Education and Skills, the Director of Finance and Commercial Services and the Director of Legal Services, to:

 

o    accept and administer the Construction Skills Fund in the event that the final terms and conditions are not the same as those summarised in the report; and

 

o    agree the procurement strategy for and award contracts as required to deliver the outcomes.

29/11/2018 - Sheffield 20mph Speed Limit Strategy: Responses to a Proposal to Extend a Previously Advertised 20mph Speed Limit in Meadowhead and Greenhill ref: 2183    Recommendations Approved

This report details the response to the consultation on the proposed extension of a previously advertised 20mph speed limit in Meadowhead and Greenhill and seeks permission to implement the scheme.

Decision:

(i) Make the Meadowhead and Greenhill 20mph Speed Limit Amendment No 1 Order in accordance with the Road Traffic Regulation Act 1984; and

 

(ii) submit a proposal to affect the necessary works to introduce the proposed 20mph speed limit in accordance with the Capital Gateway Process.

20/11/2018 - Young Carers and Hidden Harm Service ref: 2182    Recommendations Approved

A Young Carers Service and a Hidden Harm Service were commissioned as separate contracts that expire in March 2019. The proposal is to recommission Young Carers Service with support for children and young people affected by substance misuse in the household, by merging the contracts and form one service to build efficiencies and mitigate against a 2.6% annual reduction to the public health grant contribution.

 

It is proposed that the contract is for 2 years and 9 months with break clauses after year 1 and 2. The contract value is £437,000.

(i) approval is given to recommission the Young Carers and Hidden Harm Service as one contract in line with the procurement strategy and other details set out in the report; and

 

(ii) authority is delegated to the Director of Finance and Commercial Services or her nominated representative to award a contract for this project.

27/11/2018 - Approval of Annual External Grant Receipts (2018/19) ref: 2181    Recommendations Approved

The report seeks approval from the Cabinet Member for those grants offers within each portfolio that are annually recurrent.

Decision:

(i) To approve acceptance of the grant offers detailed in the report and set out in appendices 1 to 3 to this report;

 

(ii)  to approve that the Council will act as the Accountable Body in respect of the grant offers which are detailed in the report and set out in appendices 1 to 3 to the report; and

 

(iii) to approve that the Executive Directors of the Place, Resources, and People Services Portfolios, have authority to, in respect of the grant offers, set out in appendices 1 to 3, made in connection with their Portfolio, in consultation with the Director of Legal and Governance and the Director of Finance and Commercial Services, authorise the completion of the funding agreements.
