The number of "To Let" boards has become excessive in certain parts of the city where there are high concentrations of rented accommodation and this is having a negative impact on visual amenity. Local residents are concerned that the quality of the residential environment is deteriorating as a result of the boards. This is having an impact on the housing market, is unsightly, is increasing the vulnerability of communities and impacting negatively on the quality of life for those in these communities.
Other councils around the country have successfully acted on these issues. In 2008 Newcastle City Council initiated a "Voluntary Lettings Board Code" to encourage letting agencies to remove the boards. This was unsuccessful in addressing the issue. Following this, Newcastle City Council successful sought a Regulation 7 Direction from the Secretary of State to remove "deemed consent" for "To Let" boards.
This was successful and from January 2016 restrictions on
"letting boards" are in place.
This has led to improved quality of life for those communities
affected.
