The Draft Sheffield Plan

The report asks Members to approve the public engagement exercise on the first Draft of the Sheffield Local Plan (‘The Sheffield Plan’).  Members are also asked to approve the consultation programme which will be focussed on options for growth in the City.

When eventually adopted, the new Plan will be the city’s statutory local plan which will guide planning application decisions, alignment of infrastructure and the development of the city to 2035.  It will replace the current Sheffield Core Strategy (2009) and ‘saved’ policies in the Sheffield Unitary Development Plan (1998).

Responses to the consultation will be used to inform a revised draft of the plan (the formal ‘Publication’ Draft) which is scheduled for publication in summer 2019.  A further 6 week period of public consultation will then follow before the plan is submitted to the Government for public examination (including public hearings) later that year.  An independent planning inspector will consider whether the plan is sound and will then issue a report on their findings (including recommending any modifications that are necessary).  It is hoped that the plan will be adopted by summer 2021 and thereafter will be reviewed on a five year cycle.
