Reason for urgency:
The HIF Bid is required to be submitted on 22nd March 2019. The decision could not be taken earlier as key elements of the bid and the work required to inform them are ongoing, including feedback from Homes England and financial validation. As the bid needs to be submitted on the 22nd March the decision needs to be exempt from call in to all the submission on time.
At this stage this is a proposal to seek funding from the Government and the necessary works and services to support that bid. If the bid submission is approved then the terms of any grant will be brought back for approval at Cabinet.
