Purpose:

The purpose of the report is to gain approval for the award of a contract between the Council and  Rightmove PLC for the provision of house sales and private rental lettings data to the Council’s Strategic Housing Service.

 

Decision:

That the Director of Housing Services approves the award of a 3-year contract with an estimated value of £18,000 to Rightmove PLC following the Request For Quotes procedure in accordance with the Contract Standing Orders for the provision of house sales and private rental lettings data, as set out in this report.

 

Reasons for the decision:

The data provided by Rightmove is required to robustly assess the affordability and accessibility of private housing tenures at the sub-local authority level in Sheffield. Analysis of this data therefore supports the Council and its partners to deliver the types and tenures of new homes which are most needed by local communities and meet its requirements as a local planning authority to assess local housing need.

 

The data provided by Rightmove will contribute towards the robust evidence base required for developing a new Housing Strategy, which has been recognised as a priority in the Council’s One-Year Plan and recommended in the recent report made by the Race Equality Commission.

 

The data provided by Rightmove will contribute towards the delivery of affordable housing where it is most needed in Sheffield and the wide range of economic, social and health benefits associated with this type of housing.

 

The bid from Rightmove was scored the highest by the Council’s Procurement and Supply Team following a procurement exercise.

 

The procurement of house sales and private rental lettings data from Rightmove was found to be the best and most cost-effective solution by the Strategic Housing Service after considering alternative solutions.
