Purpose:

Procurement of a Property Manager for the Heart of the City Blocks in Sheffield City Centre via the Crown Commercial Service (CCS) Framework.

Decision:

That approval be given for the procurement of a Property Managing Agent (PMA) for Heart of the City Blocks in Sheffield City Centre, via the Crown Commercial Services (CCS) Framework, in line with the details set out in the report.

 

Reasons for the decision:

The preferred option is to use the proposed method of Tender to secure an appropriate PMA for the Heart of the City II in the timescales required, whilst ensuring it also delivers the most appropriate outcomes for Sheffield City Council (SCC).

 

Using the preferred Tender option (the CCS Framework) there are 13 providersthat have potential to bid. In comparison with the other frameworks, the CCS offers a wider spectrum of potential suppliers in comparison to others.

 

By using the preferred Tender option, the companies are better placed to have the appropriate capabilities and experience to manage the various sites effectively and efficiently on behalf of SCC.

 

Approval of the recommendations within the report will allow for the preferred Tender option to be implemented within the timescales required, therefore ensuring continuity of service and allow for the required period of mobilisation by the successful PMA once each block reaches practical completion.

 

Alternative options considered:

There are a number of frameworks available that offer Property Management which can be used to fulfil the requirements. After a review of the suppliers available, it is thought that the CCS Estates Professional Service framework is more suited with multiple suppliers that have previously worked with SCC and are more able to deliver the highest and most appropriate levels of service to the Council.

 

Frameworks were researched as a way to provide a compliant, Value for Money (VFM) tested route to market and take advantage of expedited sourcing timescales. The Estates Professional Services framework offers mini competition, which is the preferred option to demonstrate VFM and for the suppliers to demonstrate competency against the specification that SCC will provide.
