Heart of the City II Managing Agent - Revised Route to Market

Purpose:

Procurement for a Property Manager for the Heart of the City Blocks in Sheffield City Centre via the open tender procedure.

Decision:

That the Cabinet Member approves:

 

  1. the procurement of a Property Managing Agent adopting the process outlined in the report; and

 

  1. that the Open-Tender procedure is used in order to expedite the appointment of the appropriate Managing Agent for the HOC II in the timescales required.

 

 

 

Reasons for the decision:

1.    The preferred option is to use the proposed method of Tender to secure an appropriate PMA for the Heart of the City II in the time scales required, whilst ensuring it also delivers the most appropriate outcomes for SCC.

 

2.    Using the preferred Tender option will allow us openly engage with the market to achieve better value for money and will allow use the Property Management Agreement that we require which will allow us to effectively contract manage the successful provider.

 

Alternative options considered:

There are a number of available frameworks that offer Property Management Services which could be used to fulfil the requirements.

 

However, the Frameworks identified do not allow for the Property Management Agreement that SCC previously had in place to be used this time.

 

The CCS framework that was previously use is strictive and specifies the terms the council has to use without much room for change. The CCS framework is therefore unsuitable for the council to use as we require the need to set out our scope of requirements, insurance values and KPI’S specific to this project.

 

Therefore, by using the preferred option, the open tender procedure, we will be able to include all the above in our Terms and Conditions.
