Purpose:

The report will provide the Quarter 2 monitoring statement on the City Council’s Revenue Budget and Capital Programme for 2021-22.

 

Decision:

That the Leader:

 

(a)  Notes the updated information and management actions provided by this report on the 2021/22 Revenue Budget Outturn;

 

(b)  Notes the Collection Fund Account Monitoring Report as at 30th September 2021, attached as Appendix 1 of the report;

 

c)    Notes the Treasury Management Position in Appendix 2 of the report in particular the Section 151 officer’s confirmation of compliance with the Treasury Management Strategy and Annual Investment Strategy; and

 

d)    In relation to the Capital Programme, notes the forecast Outturn position described in Appendix 3.

 

For information, the documents were first published on 7th December 2021 as part of the agenda for Co-operative Executive on 15th December 2021 which was cancelled.

Reasons for the decision:

To record formally changes to the Revenue Budget and the Capital Programme.

Alternative options considered:

A number of alternative courses of action are considered as part of the process undertaken by Officers before decisions are recommended to Members.  The recommendations made to Members represent what Officers believe to be the best options available to the Council, in line with Council priorities, given the constraints on funding and the use to which funding is put within the Revenue Budget and the Capital Programme.
