The Council’s Constitution

 

The Sheffield Metropolitan District Council (known as The Sheffield City Council) has agreed a Constitution that sets out how the Council operates, how decisions are made and the procedures that are followed to ensure that these are efficient, transparent and accountable to local people. Some of these processes are required by law, whilst others are a matter for the Council to choose.

 

The Constitution contains 17 Articles in Part 2, which set out the basic rules governing the Council’s business. More detailed procedures and codes of practice are provided in separate rules and protocols contained within the other parts of the Constitution.

Changing The Constitution

 

The Council has a legal duty to keep its constitution up to date.  In accordance with Article 16 of the Constitution (Review and Revision of the Constitution), changes to the Constitution will only be made with the approval of the Full Council, after consideration of the proposal by a Committee of the Council, the Chief Executive or the Monitoring Officer.

 

In addition, however, the Director of Legal and Governance, in consultation with the Lord Mayor, has delegated authority to make any minor and consequential drafting changes to the Constitution.

The “Frontsheet” (also located at the top of the webpage) includes a reference to the parts of the Constitution which have been changed since the previously published version, and further details of those changes can be found within the “Changes Made to the Constitution” document (also located at the top of the webpage).
