Gambling Act 2005 - Statement of Principles (Policy) Approval Report

Report of the Chief Licensing Officer

The Chief Licensing Officer submitted a report informing Members of the results of the consultation process which had recently been undertaken on the Gambling Act 2005 Statement of Principles (Policy), notifying them of the changes that had been recommended and seeking approval on the revised Statement, which was attached at Appendix “B” to the report.

Steve Lonnia, Chief Licensing Officer, stated that during the consultation period, eight consultees had responded requesting amendments or proposed additions to the Policy and these were attached at Appendix “A” to the report.

In response to questions from Members of the Committee, Steve Lonnia stated that it was a requirement of the Gambling Commission’s Licence Conditions and Codes of Practice that licensees must review and update as necessary, their local risk assessments, particularly in “areas nearing stress”, and that such assessments be submitted to Licensing Authorities so that they can determine that the proposed location would not be harmful to the licensing objectives.

RESOLVED: That the Committee:-

(a)       notes the contents of the report now submitted, together with the comments now made; and

(b)       approves the revised Gambling Act 2005 Statement of Principles (Policy) and refers the matter to Full Council for approval.
