Licensing Act 2003 - Statement of Licensing Policy Approval Report

6.1

The Chief Licensing Officer submitted a report informing Members of the results of the consultation process which had recently been undertaken on the Licensing Act 2003 Statement of Licensing Policy.  An overview of the responses received was attached at Appendix “A” and the revised draft Policy was attached at Appendix “B” to the report.

 

 

6.2

Claire Bower, Licensing Strategy and Policy Officer, gave a brief outline of what the Policy deals with and what it aimed to deliver.

 

 

6.3

Members of the Committee made a number of comments and referred to West Street, Devonshire Street and Division Street as being “areas nearing levels of stress in Sheffield” due to the number of off-licences and related problems with street drinking and public nuisance in the area and requested that 18 months from the date of approval of the Policy, a formal review be carried out in that area and any other areas nearing stress levels.  Members also agreed that it would be useful to have examples of conditions which may be imposed under the Policy to promote the four licensing objectives, being made available to them at Licensing Sub-Committee hearings.

 

 

6.4

RESOLVED: That the Committee:-

 

 

 

(a)       notes the contents of the report now submitted, together with the comments now made; and

 

 

 

(b)       subject to the amendment now made regarding a formal review of areas nearing stress after 18 months, refers the Licensing Act 2003 Statement of Licensing Policy to a meeting of Full Council for approval.
