Revoke the licence under Section 61 of the Local Government (Miscellaneous Provisions) Act 1976, on the grounds that the Sub-Committee does not consider the applicant to be a fit and proper person in view of the incidents now reported, and there are therefore reasonable grounds to revoke the licence. |

That due to the configuration of the rear passenger seats, the vehicle is granted exemption from carrying the minimum required four passengers, and the applicant be granted a licence to carry three passengers. |
