Minutes:

4.1

The Chief Licensing Officer submitted details in respect of four cases relating to hackney carriage and private hire licensing.

 

 

4.2

The licence holder in Case No. 39/23 attended the hearing with a representative and they both addressed the Sub-Committee.

 

 

4.3

The applicant in Case No. 40/23 attended the hearing with a representative and they both addressed the Sub-Committee.

 

 

4.4

The applicant in Case No. 41/23 did not attend the hearing and had asked for his case to be deferred.

 

 

4.5

The applicant in Case No. 42/23 attended the hearing with a representative and they both addressed the Sub-Committee.

 

 

4.6

RESOLVED: That, after consideration of the information contained in the case papers, and the information now reported and, where relevant, circulated either prior to the meeting, but after publication of the agenda, or at the meeting, the cases now submitted be determined as follows:-

Review of a Hackney Carriage and Private Hire Driver’s Licence

The licence holder be issued with a written warning as to his future conduct, to remain live on his licence for a period of 12 months, stating that, should there  be any further causes for concern, the licence be referred back to the Sub-Committee.

Application to extend a Hackney Carriage Vehicle Licence

Extend the licence until 4th June 2023, on the grounds that the applicant has provided sufficient evidence to convince the Sub-Committee that there are exceptional reasons to deviate from the current policy on the age limit of vehicles.

Review of a Hackney Carriage and Private Hire Driver’s Licence

Defer consideration of the case to give the licence holder a further opportunity to attend and present his case.

Application for a Hackney Carriage and Private Driver’s Licence

Grant a licence for the shorter term of six months in light of the offences and convictions now reported and the Chief Licensing Officer be authorised to grant the applicant a further nine month licence on the first renewal and a 12 month licence on the second renewal, subject to there being no further cause for concern.
