The Director of Housing and Neighbourhood Services introduced the report which sought approval of the draft Action Plan to implement the agreed Homelessness Prevention and Rough Sleeping Strategy 2023-28.

the Housing Policy Committee:- 1. Approve the current draft Action Plan for the Homelessness Prevention and Rough Sleeping Strategy 2023-28. |

· To address the increase in homelessness. · To have an Action Plan that supports the strategic city-wide approach to homelessness prevention agreed by all the key partner |

Alternatives Considered and Rejected |
8.4.1 |
It is a statutory requirement of the Homelessness Act 2002 to produce a Homelessness Prevention Strategy every five years. However, it is not a legal requirement to produce an Action Plan. The alternative option would be to not set out the actions, however, this comes with the risk that we could drift from the strategy’s vision and targets, and not create any tangible actions on how we aim to realise the strategy. |

Some discussion and debate took place between Members of the committee around the approval of the recommendation and suggested amendment which was to note the report as opposed to approve. A vote took place on the original recommendation resulting in the following outcome For: 4, Abstentions: 3 Against: 0. |
