Minutes:

4.1

The Chief Licensing Officer submitted details in respect of three cases relating to hackney carriage and private hire licensing.

 

 

4.2

The licence holder in Case No. 66/23 had informed the Licensing Service that he was not able to attend the meeting and requested that consideration of his application be deferred.

 

 

4.3

The applicant in Case No. 74/23 attended the hearing and addressed the Sub-Committee.

 

 

4.4

The applicant in Case No. 73.23 attended the hearing with a representative and they both addressed the Sub-Committee.

 

 

4.5

RESOLVED: That, after consideration of the information contained in the case papers, and the information now reported and, where relevant, circulated either prior to the meeting, but after publication of the agenda, or at the meeting, the cases now submitted be determined as follows:-

Application for a Private Hire Vehicle Licence

(a) Grant a licence for the term of 12 months, as requested, on the grounds that the applicant has provided sufficient evidence to convince the Sub-Committee that there are exceptional reasons to deviate from the current policy on the age limit of vehicles; and (b) the applicant be required to arrange a compliance test before the licence is issued.

Application for a new Private Hire and Hackney Carriage Driver’s Licence

(a) Grant a licence for the term of 12 months, as requested, on the grounds that the Sub-Committee considers the applicant to be a fit and proper person to hold the licence; (b) the applicant be required to undertake and pass Sheffield City Council’s Driving Test and Knowledge Test prior to the issue of the licence; and (c) the applicant be required to present the Licensing Service with evidence of having completed the Level 2 Certificate in the Introduction to the Role of the Professional Taxi and Private Hire Driver within 12 months, prior to any licence renewal.
