Minutes:

4.1

The Chief Licensing Officer submitted details in respect of four cases relating to hackney carriage and private hire licensing.

 

 

4.2

The licence holder in Case No.108/23 attended the hearing and addressed the Sub-Committee.

 

 

4.3

The applicant in Case No.109/23 attended the hearing and addressed the Sub-Committee.

 

 

4.4

The applicant in Case No.110/23 attended the hearing with two representative, and they all addressed the Sub-Committee.

 

 

4.5

The applicant in Case No.111/23 attended the hearing and addressed the Sub-Committee.

 

 

4.6

RESOLVED: That, after consideration of the information contained in the case papers, and the information now reported and, where relevant, circulated either prior to the meeting, but after publication of the agenda, or at the meeting, the cases now submitted be determined as follows:-

Review of a Private Hire and Hackney Carriage Driver’s Licence

The licence holder be issued with a written warning with regard to his future conduct, such warning to remain live for two years, and should there be any further offences incurred during this time, the licence will be brought back to the Sub-Committee.

Application for a Hackney Carriage and Private Hire Driver’s Licence

Refuse to grant a licence on the grounds that, in light of the circumstances now reported, the Sub-Committee does not consider the applicant to be a fit and proper person to hold a licence.

Application for a Hackney Carriage and Private Hire Driver’s Licence

(a) Grant a licence for the term of 12 months, as requested, on the grounds that the Sub-Committee considers the applicant to be a fit and proper person to hold a licence; (b) the applicant be required to undertake the level 2 course  ‘Introduction to the Role of the Professional Private Hire and Hackney Carriage Driver’ before the expiry of the term of the licence; and (c) the applicant be required to undertake the City Taxi First Aid Training Course and the City Taxi Passenger Assistance Training Course, present evidence of completing both of these courses to the Licensing Service in a timely manner.

Application to be exempted from certain conditions of a Private Hire Vehicle Licence

Refuse to grant an exemption on the grounds that the applicant has not provided sufficient evidence to convince the Sub-Committee that there are exceptional reasons to apply licence exemptions for this vehicle.
