Minutes:

4.1

The Chief Licensing Officer submitted details in respect of four cases relating to hackney carriage and private hire licencing.

 

4.2

 

The applicant holder in Case No. 135/23 attended the hearing and addressed the Sub-Committee.

 

4.3

 

The applicant in Case No. 136/23 attended the hearing and addressed the Sub-Committee.

 

4.4

 

The applicant in Case No. 137/23 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

4.5

 

The licence holder in Case No. 138/23 attended the hearing and   addressed the Sub-Committee.

 

4.6

RESOLVED: That after consideration of the information contained in the case papers, and the information now reported and, where relevant, circulated either prior to the meeting, but after publication of the agenda, or at the meeting, the cases now submitted be determined as follows: -

Application to be exempted from certain conditions of a Private Hire Vehicle Licence.

 

Grant the exemption under the following circumstances

(a)  The booking is made through Elite Travel.

(b)  Appropriate signage is displayed for any other private hire use of the vehicle.

Application to licence a Hackney Carriage Vehicle

 

 

Grant the licence for 3 months.

Application for a Hackney Carriage and Private Hire Drivers Licence

 

(a)  Grant a licence for the term of 12 months, as requested, on the grounds that the Sub-Committee considers the applicant to be a fit and proper person to hold a licence; and

(b)  the applicant be given a written warning with regard to his future conduct, to remain live for 3 years.

Review of a Hackney Carriage and Private Hire Driver’s Licence.

 

Immediately revoke the licence, under Section 61 of the Local Government (Miscellaneous Provisions) Act 1976, as amended by Section 52 of the Road Safety Act 2006, as the Sub Committee no longer considers the licence holder to be a fit and proper person to hold a licence in view of the circumstances now reported, with the applicant able to re-apply after a minimum of 6 months and the successful completion of a Group 2 Medical Examination.
