Minutes:

4.1

The Chief Licensing Officer submitted details in respect of five cases relating to hackney carriage and private hire licensing.

 

 

4.2

The applicant in Case No.139/23 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

 

4.3

The applicant in Case No.140/23 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

 

4.4

The applicant in Case No.141/23 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

 

4.5

The applicant in Case No.132/23 attended the hearing with a representative, and they both addressed the Sub-Committee.

 

 

4.6

The licence holder in Case No.143/23 attended the hearing and addressed the Sub-Committee.

RESOLVED: That, after consideration of the information contained in the case papers, and the information now reported and, where relevant, circulated either prior to the meeting, but after publication of the agenda, or at the meeting, the cases now submitted be determined as follows:-

Grant a licence for three years as requested, subject to the applicant completing the Blue Lamp Taxi Driver Assessment, on the grounds that the Sub-Committee considers the applicant to be a fit and proper person to hold a licence.

Application for a Private Hire Vehicle Licence

Grant a licence on the basis that the applicant has provided sufficient evidence to convince the Sub-Committee that there are exceptional reasons to deviate from the Private Hire Vehicle Licence Policy.

Review of a Private Hire and Hackney Carriage Driver’s Licence

Immediately revoke the licence under section 61 of the Local Government (Miscellaneous Provisions) Act 1976, as amended by Section 52 of the Road Safety Act 2006, on the grounds that, in view of the allegations now reported, the Sub-Committee considers the licence holder not to be a fit and proper person to hold a licence.
