The Sub-Committee received a report of the Chief Licensing Officer to consider an application to vary the Designated Premises Supervisor (DPS) under the Licensing Act 2003, at the premises known as the London Road Club, Turkuaz Bar and Grill, 178-184 London Road, Sheffield, S2 4LT. |

In attendance for this item were Andy Ruston (Licensing Officer), Marie-Claire Frankie (Solicitor to the Sub-Committee), Gillian Capewell (Committee Secretary), Benita Mumby (South Yorkshire Police), Mr. Huseyin Esendemir (applicant) and Louise Allen (friend of applicant). |

The Solicitor to the Sub-Committee outlined the procedure which would be followed during the hearing. |

The Licensing Officer presented the report to the Sub-Committee and it was noted that representations had been received from South Yorkshire Police, and were attached at Appendix ‘C’ to the report. |

Ms. Mumby outlined the circumstances surrounding the applicant’s criminal convictions, and Members sought clarification on several issues. |

4.6 |
Mr. Esendemir then provided some background information about the convictions and the circumstances under which they had occurred, and Members asked questions of him. |

4.7 |
RESOLVED: That the attendees involved in the application be excluded from the meeting before further discussion takes place on the grounds that, in view of the nature of the business to be transacted, if those persons were present, there would be a disclosure to them of exempt information as described in Paragraph 5 of Schedule 12A to the Local Government Act 1972, as amended. |

The Solicitor to the Sub-Committee reported orally, giving legal advice on various aspects of the application. |

At this stage in the proceedings, the meeting was re-opened to the attendees. |

RESOLVED: That the Committee rejects the application to vary the Designated Premises Supervisor at the venue known as the London Road Club, Turkuaz Bar and Grill, 178-184 London Road, Sheffield, S2 4LT, on the grounds of the convictions for violent crime now reported. |
