14/10/2021 - Household Support Fund Grant - Food Vouchers ref: 2894    Recommendations Approved

To provide £15 food vouchers to approximately 29,500 eligible families for the October 2021 half-term holidays, using existing supplier Edenred.

  1. Accepts Household Support Fund grand funding of £5.2m.

 

  1. Approves spend of £442.5k for the purpose of providing free school meal vouchers to those eligible for free school meals, as detailed within this report.

 

  1. Notes that SCC need to produce a delivery plan to be submitted to DWP on how we plan to spend the HSF by 29th October 2021.

 

4.    Delegates authority to the Executive Director of People Services, in consultation with the Director of Finance and Commercial Services and the Director of Legal and Governance to implement the delivery plan and take such decisions necessary to meet the aims, objectives of the plan and this report which are not already covered by existing delegations in the Leaders Scheme of Delegation.

15/10/2021 - Sheffield Christmas Illuminations Contract 2022/2026 - Invitation to Tender ref: 2893    Recommendations Approved

To seek approval to authorise the award for procurement for the hire, maintenance, testing, installation, removal and storage of Sheffield Christmas Illuminations 2022/2026.

That the Interim Executive Director, Place:-

 

1.    Approve the procurement of a provider to deliver Sheffield Christmas Illuminations, as detailed and set out in the report.

 

2.    Delegates authority to the Director of Business Strategy, in consultation with the Director of Finance and Commercial Services to agree the terms of the contract and thereafter to award the contract to the successful tenderer.

 

3.    Where no existing authority exists, delegate authority to Director of Business Strategy, in consultation with the Director of Finance and Commercial Services, to take such steps to meet the aims and objects as detailed and set out in this report.

Decision:

7.1

The Community Services Manager, submitted a report setting out the mechanism for the Local Area Committee to enable decisions to be taken quickly and to respond to emerging issues by authorising the Community Services Manager to make decisions on expenditure between Committee meetings, subject to certain conditions.

 

 

7.2

RESOLVED: That the South Local Area Committee authorises the Community Services Manager to make decisions on expenditure from any budgets allocated to the Local Area Committee provided that:

 

·       The decision is taken in consultation with the Local Area Committee Chair

·       Spending is in line with any specific purposes of the allocated budget

·       The decision may not approve expenditure of more than £5,000

·       A report detailing the delegated spending decisions taken by the Community Services Manager is presented to the next Local Area Committee meeting.

Reasons for Decision

 

 

The proposal to authorise decisions on any budgets allocated to the Committee can be discharged, in part, by the Community Services Manager will ensure the Committees can respond quickly to emerging local issues.

Alternatives Considered and Rejected

 

 

All decisions relating to budgets allocated to the Local Area Committee

could be decided at Formal Committee Meetings only. Whilst this approach would ensure the involvement of all members of the committee, it would mean that decisions to allocate spending for emerging and urgent local issues may not be made in a timely fashion.

14/10/2021 - Investment in a Direct Payment Support Service ref: 2892    Recommendations Approved

To externally commission a Direct Payment Support Service for people using Direct Payments to receive dedicated advice and support to set up their Direct Payment appropriately and employ their Personal Assistants.

 

The investment is an interim 2-year contract with option to extend, while options for longer-term Direct Payment support solutions are explored. £170k per annum. £340k

Decision:

That the Executive Member for Health and Social Care:-

 

1.             Approves the tendering of an external Direct Payments Support Service for an interim 2-year period with the option to extend. The cost will be £170k per annum.

 

a)             This will ensure Care Act 2014 compliance by providing people, and our staff, with specialist advice and support. This is particularly relevant for people choosing to employ Personal Assistants.

 

b)             During this interim period a full options appraisal will be undertaken to explore the longer-term solution for Direct Payment support. The options appraisal will be co-produced and explore options such as creating an in-house support option, continuing with a procured service, building a community-based user-led consortium, and creating a free-market of several providers.

 

2.             Delegates authority to the Executive Director, People / Director of Adult Services, in consultation with the Director of Finance and Commercial Services and the Director of Legal and Governance to:

 

a)             Decide the award of the new contract to the successful service provider chosen by the Council following the procurement.

 

Take all other decisions necessary to meet the aims, objectives and outcomes of this report which are not already covered by existing delegations in the Leaders Scheme of Delegations.

The Housing and Neighbourhoods Service is proposing to introduce a new set of Landlord Commitments, which describe to SCC tenants and leaseholders what standards of service they can expect from the Council as their landlord.
