Future Commissioning of Mental Health Services

The report considers the options for achieving integrated commissioning and recommends that this is achieved by Sheffield City Council incrementally pooling its mental health budgets with Sheffield Clinical Commissioning Group‘s mental health budgets–This would be achieved by expanding the existing Section 75 Agreement between SCC and CCG.

 

The new arrangement would necessitate:

 

  • Ending the Section 75 Agreement between SCC and the Sheffield Health and Social Care Trust Foundation Trust (SHSCFT);
  • Sheffield City Council becoming an associate to the contract(s) between Sheffield CCG and SHSCFT for the delivery of mental health services; and,
  • Establishing new joint oversight arrangements for the commissioning of mental health services and support (which would include democratically elected members and CCG clinical leads).
