Sheffield and Rotherham have been identified by the Government in its National Air Quality Plan as areas of exceedance for Nitrogen Dioxide (NO2) gas which means that the Councils need to tackle vehicle emissions in order to become compliant with the European health based limits for this air pollutant in the ‘shortest possible time’.
The Environment Act 1995 (Feasibility Study for Nitrogen Dioxide Compliance) Air Quality Direction 2017 set outs the Legal Obligation for Sheffield City Council and Rotherham Metropolitan Borough Council to carry out a Local Feasibility Study in relation to tackling roadside Nitrogen Dioxide concentrations.
As part of this Legal Obligation, an Initial Local Plan in the form of a Strategic Outline Case is to be submitted as soon as possible and before the end of March 2018 (the subject of this Report).
Due to time constraints in preparing the Strategic Outline Case, formal sign-off for it to be submitted to the Government will be delegated to Edward Highfield, Director of City Growth or Tom Finnegan-Smith, Head of Strategic Transport and Infrastructure.
A Final Plan in the form of a Full Business Case is to follow and must be submitted as soon as possible and before the end of December 2018 (the subject of a future Cabinet Report).
