26/02/2021 - Upper Don flood alleviation scheme - Agreement with the Environment Agency ref: 2730    Recommendations Approved

This report seeks authority for the Council to conclude an agreement (‘the Agreement’) with the Environment Agency (‘EA’) which will give the Council the necessary statutory authority to progress the Upper Don flood alleviation scheme (‘the Scheme’).

 

As the Upper Don is categorised as a ‘Main River’ the statutory powers to carry out works on this river in relation to flood risk management lie with the EA, not the Council.  However, the EA has given approval for the Council to implement a flood alleviation scheme on the Upper Don.  Indeed, it is contributing funding for the Scheme.  As it is the Council who are implementing the Scheme, they require the same statutory powers (in relation to the Scheme) as the EA. Accordingly the EA has agreed to enter into the Agreement to confer certain necessary statutory authorisations on the Council and to make certain other arrangements relating to the Scheme.

To seek approval to accept the £183,319 of funding from the Woodland Trust’s Emergency Tree Fund following Sheffield City Council’s Community Forestry Team’s successful bid, and to deliver the Treevitalise Project.

02/03/2021 - Acceptance of Sheffield City Region Funding for Reopening and Operating Ponds Forge Sports Centre ref: 2715    Recommendations Approved

To grant authority to accept external funding into the Council from Sheffield City Region for the purpose of meeting the costs to reopen Ponds Forge Sports Centre.

1.    approves Sheffield City Council becoming the Accountable Body for third party liabilities and payments of the grant to Sheffield City Trust up to a value of £2.388m on the basis outlined in the report;

 

  1. notes that arrangements will be put in place to finalise the funding arrangements and put in place any required monitoring/reporting arrangements; and

 

  1. delegates authority to the Director of Culture and Environment, in consultation with the Director of Legal and Governance and the Director of Finance and Commercial Services, to take such steps not already delegated as they deem appropriate to achieve the outcomes set out in the report.

The current contract for the SEND Mediation and Disagreement Resolution service is due to expire on 31st March 2021. In order to prevent a gap in service and meet the Local Authority’s statutory duty to provide the provision, we seek approval for the following:

         To conduct a Request for Quote/tender exercise through the Sourcing Desk (Procurement) to find a servicer provider

         Award a 2 year Sheffield City Council contract, with a 1 year break clause to the successful bidder
