Councillor Gail Smith, the retiring Lord
Mayor, took the Chair and the Acting Chief Executive announced that
the first business to be transacted was the appointment of a Lord
Mayor for the ensuing year.

Whereupon it was:-

RESOLVED UNANIMOUSLY: On the motion of Councillor Peter Price,
seconded by Councillor Angela Argenzio, that Councillor Sioned-Mair
Richards be appointed Lord Mayor of the City of Sheffield for the
Municipal Year 2022/23.
|
|
|
2.3
|
The Council adjourned briefly
whilst the Lord Mayor Elect was robed and, together with the Lady
Mayoress (Councillor Jackie Satur), invested with their Chains of
Office.
|
|
|
2.4
|
On resuming, Councillor Sioned-Mair Richards,
the Lord Mayor Elect, then made and subscribed to the declaration
required by law to qualify her to act as Lord Mayor.
|
|
|

|
Whereupon the retiring Lord Mayor vacated the
Chair, which was then taken by Councillor Sioned-Mair Richards, the
Lord Mayor. The Lord Mayor addressed
the Council.

To Move A Vote Of Thanks To The Retiring Lord Mayor

RESOLVED UNANIMOUSLY: On the
motion of Councillor Roger Davison, seconded by Councillor Denise
Fox, that the best of thanks of this Council under the Common Seal
be presented to Councillor Gail Smith and Mr. Stephen Smith, for
the able and very satisfactory manner in which they have performed
their various official duties as Lord Mayor and Consort of this
City during the past year.

The retiring Lord Mayor,
Councillor Gail Smith, then took receipt of an
ex-Lord Mayor’s Badge and then addressed the
Council.

|

|
The retiring Lord Mayor’s
Chaplain, Mr. Ryan Wileman, then addressed the Council.

|
|

|
The Lord Mayor then presented a
Badge to the retiring Lord Mayor’s Consort, Mr.
Stephen Smith, and his daughter, Ms. Elizabeth
Smith, then addressed the Council.

seconded by Councillor Ruth Milsom, that Councillor Colin Ross be
appointed Deputy Lord Mayor of the City of Sheffield for the
Municipal Year 2022/23.

Councillor Colin Ross (the Deputy Lord Mayor
Elect) was invested with his Badge of Office
and then made and subscribed to the declaration required by law to
qualify him to act as Deputy Lord Mayor.

Janet Ridler and Tom Hunt) were introduced to the
Council.

Constitution, will be published prior to the meeting.

It was formally moved by
Councillor Julie Grocutt, and formally seconded by Councillor
Dianne Hurst, that, as recommended in the
report of the Director of Legal and Governance circulated to all
Members of the Council and published on the Council’s website
on 13th May 2022, this Council:-
|
|
|
|
(a) re-affirms the various elements of a committee system of governance which
were approved at the extraordinary meeting of the Council held on
23rd March 2022, for implementation from this annual
meeting of the Council;
|
|
|
|
(b) approves, for
implementation with immediate effect, the full Constitution for
Sheffield City Council, appended to the report, which has been
revised to reflect the new committee system of governance, subject
to the amendment of Part 3.3.1 (Policy Committees - Matters
Reserved to All Policy Committees), as set out in the attached
“Addendum A”, relating to commissioning and
procurement; and
|
|
|
|
(c) authorises the Director of
Legal and Governance to undertake any minor and consequential
drafting changes as may be necessary as the new system is
embedded.
|
|
|

|
Whereupon, it was moved by
Councillor Joe Otten, and formally seconded by Councillor Sue
Alston, as an amendment, that the motion now
submitted be amended by the addition of the following words at the
end of paragraph (b):-
|
|
|
|
“and also subject to the
insertion of the words “, and to ensure
an odd number of Members” after the words “and such
other Members as are necessary for political
proportionality”, in the first paragraph under the heading
“STRATEGY AND RESOURCES POLICY COMMITTEE” in Part 3.3
of the Constitution”.
|
|
|
|
(NB The revised paragraph would
read as follows - “The Leader of the Council is the Chair of
the Committee. Membership includes the Chairs of each of the
Council’s other Policy Committees, the Chair of the Finance
Sub-Committee, and such other Members as are necessary for
political proportionality, and to ensure an odd number of
Members. Members of the Committee may not nominate substitute
members.)

Following the decline of the right of reply by
Councillor Julie Grocutt, the amendment moved by Councillor
Joe Otten was put to the vote and was carried
unanimously.

The Lord Mayor (Councillor Sioned-Mair
Richards) sought nominations for the position of Leader of the
Council for the Municipal Year 2022/23.

Councillor Abdul Khayum nominated Councillor
Terry Fox to serve as Leader of the Council. That nomination was seconded by Councillor Dianne
Hurst.
|
|
|

|
Councillor Joe Otten nominated Councillor
Shaffaq Mohammed to serve as Leader of the Council. That nomination was seconded by Councillor Sue
Alston.
|
|
|

|
The nomination of Councillor Shaffaq Mohammed
was put to the vote and was lost. The
result of the vote, conducted by a show of hands, was For –
28 Members, Against – 51 Members, Abstained – 2
Members.

to the vote and was also lost. The

The newly appointed Leader of the Council
(Councillor Terry Fox) addressed the Council and referred to the
outcome of the recent Municipal Elections and subsequent
negotiation by the three political groups on the Council of a
collaborative and politically proportionate approach on how to run
the Council. He added that, following
his appointment as Leader of the Council, he would aim to navigate
the Council through the new committee system of governance to make
sure decisions are made which deliver for the people of Sheffield
and the Council’s staff.

Richards) addressed the Council and echoed the remarks made by the
Leader of the Council regarding the need for Members of the Council
to work collaboratively within the new way of working under the
committee system of governance.

Governance (Monitoring Officer) outlining the legal requirements to
allocate seats on Council Committees to political groups on a
politically proportionate basis, will be published prior to the
meeting.

RESOLVED UNANIMOUSLY: On the
motion formally moved by Councillor Dianne Hurst, and formally
seconded by Councillor Joe Otten, that:-
|
|
|
|
(a) the
terms of reference of the Council’s Committees for 2022/23,
as set out in the Council’s revised Constitution which was
approved by the Council earlier at this meeting, be
re-affirmed;
|
|
|
|
(b) the
proportional allocation of seats on Committees, as set out
in the schedule circulated at the meeting, be
approved;
|
|
|
|
(c) approval
be given to the appointment of Members to all Council Committees
in the Municipal Year 2022-23 to reflect the
arrangements now agreed and the wishes of the political groups, as
set out in these minutes, in accordance with the schedule
circulated at the meeting (and including substitutes where
appropriate), and, for the purposes of Council Procedure Rule 25.4,
the consent of the Council be given in any case where a Member
chooses not to be appointed to serve on any Policy or Regulatory
Committee;
|
|
|
|
(d) as
respects the appointment of Members to serve on Council Committees,
where vacancies exist or in cases of urgency, the Monitoring
Officer, in consultation with the relevant political group whip, be
authorised to appoint Members to serve on such Committees, as
necessary, on the understanding that details of such appointments
will be reported to the next or subsequent meetings of the
Council;
|
|
|
|
(e) approval
be given to continue to disapply proportionality to the Senior
Officer Employment Sub-Committees and the Appeals and Collective
Disputes Sub-Committees for the reasons set out in paragraph 3.2.3
of the report of the Director of Legal and Governance circulated to
all Members of the Council and published on the Council’s
website on 17th May 2022;
|
|
|
|
(f) it
be noted that an amended Members’ Allowances Scheme,
reflecting the new committee system of governance for the Council,
is to be approved by the Council later at this meeting;
and
|
|
|
|
(g) it be
noted that in the event of any changes to the
political composition of the Council occurring during the Municipal
Year, political proportionality will be reviewed by the Council as
soon as practicable thereafter.

RESOLVED UNANIMOUSLY: On the
motion formally moved by Councillor Dianne Hurst, and formally
seconded by Councillor Joe Otten, that:-

(a) approval be given
to the schedule of Council and Committee meetings
for the Municipal Year 2022-23, as set out in the schedule circulated at
the meeting;

|
(b) it be noted that, as
agreed at the extraordinary meeting of the Council held on 23rd
March 2022, and in accordance with the schedule of meetings now

(i) there will be six
ordinary meetings of Full Council in the Municipal Year 2022/23 and

RESOLVED UNANIMOUSLY: On the
motion formally moved by Councillor Dianne Hurst, and formally
seconded by Councillor Joe Otten, that,
as recommended in the report of the Executive
Director, Resources circulated to all Members of the Council and
published on the Council’s website on 17th May
2022:-

(a) approval be given to a
Members’ Allowances Scheme for 2022/23 as set out in the
recommendations of the Independent Remuneration Panel and detailed
in the report of the Panel; and
|
|
|
|
(b) (i) it be noted that the
Independent Remuneration Panel will conduct a further review of the
Members’ Allowances Scheme in approximately twelve months,
when the new committee system has been in operation for a period of
time and (ii) the Panel be requested to consider the role of Group
Spokespersons as part of an earlier review and within 6
months.

Vote Of Thanks To Former Councillors
To pass a resolution of thanks for the service
provided to the Council by former Councillors who had recently
retired or who had not been re-elected at the municipal elections
held on 5th May 2022.

It was RESOLVED: On the Motion
of the Lord Mayor (Councillor Sioned-Mair Richards), seconded by
the Deputy Lord Mayor (Councillor Colin Ross), that this Council places on record its thanks and
appreciation to former Councillors Neale Gibson,
Francyne Johnson, Mohammed Mahroof, Cate McDonald, Moya
O’Rourke, Josie Paszek, Chris Rosling-Josephs, Kaltum Rivers,
Jack Scott and Alison Teal, who had either retired or had
not been re-elected at the Municipal elections held in May 2022,
for their hard work and service to the City of Sheffield.
